The MTLE explained7-minute readFor examinees who scored just below passing
Scored at least 70% but did not pass? The Medical Laboratory Technician route
What PRC says about the medical laboratory technician route: a general rating of at least 70% below passing, where it is stated and how to plan your next step.
If your MTLE result was close but not a pass, one line in PRC's announcements may matter to you: examinees below passing with a general rating of at least 70% may register as a Medical Laboratory Technician. This post sets out exactly what PRC says about that route and where it says it.
It also covers what the sources do not say, so you do not build a plan on a guess. The scope, process and requirements of the route are for PRC to confirm. What we can help with is reading your result against the rules and planning the next sitting.
What is the medical laboratory technician rule in one sentence?
PRC's results announcements say that examinees who are below passing but have a general rating of at least 70% may register as a Medical Laboratory Technician. The wording appears in PRC's August 2026 results release, which names "a general rating of at least 70%".
The same route is stated in PRC's March 2023 results release, where at least 70% overall is the figure given.
This is a registration route for a result under the passing line. It is not a pass. Passing the MTLE has its own test in Section 19 of Republic Act No. 5527: a general average of at least 75% in the written test, with no rating below 50% in any of the major subjects.
Where does PRC state the 70% rule?
PRC states it in the results announcements for MTLE sittings. We found the line in two of the releases we read: the one for March 2023 and the one for August 2026. We make no claim about the other releases, because we did not find the line in each of them.
| Sitting | What PRC's release says about the 70% route | Source |
|---|---|---|
| March 2023 | At least 70% overall may register as Medical Laboratory Technician | PRC, March 2023 results |
| August 2026 | Below passing with a general rating of at least 70% may register as Medical Laboratory Technician | PRC, August 2026 results |
Notice that PRC repeats the rule across more than three years. That suggests it is a standing feature of how results are announced, but our sources do not say so, and we do not claim it. Check the release for your own sitting. Our passing rates post links each one.
How do the outcomes compare by general rating?
Three outcomes are possible by general rating, based on the statute and PRC's announcements. This table shows what each source supports and nothing more.
| General rating | Outcome | Source |
|---|---|---|
| At least 75% and no rating below 50% in any major subject | Passes the MTLE | Section 19, RA 5527 |
| Below passing but at least 70% | May register as a Medical Laboratory Technician | PRC results releases |
| Below 70% and below passing | No route is stated in our sources | Not stated |
There is a gap worth naming. PRC's wording says "below passing" with a general rating of at least 70%. Our sources do not say how the route treats someone whose average reached 75% but who had a rating below 50% in one subject. That reading is for PRC to answer, so ask the Commission directly if it applies to you.
What does the route not mean?
It does not mean you passed, and it does not tell us what a Medical Laboratory Technician may do at work. Our sources state the rule and the registration, and they stop there. We do not describe the scope of practice, requirements, fees or timelines for the route, because we could not verify them.
It also does not tell us whether the route affects further attempts at the MTLE. Section 19 of RA 5527 says that after three unsuccessful examinations, further examination needs a 12-month refresher course or 12-month postgraduate training. Whether registering as a technician changes anything about that is a question for PRC.
In the PRC sense, the technician title and the passing outcome are different. The MTLE is the licensure examination for medical technologists, so passing it leads to that registration, and the technician route does not.

How should you decide your next step?
Decide in this order: read your result, confirm the route with PRC, then choose whether to register, retake or both. Do not let a deadline push you into guessing. The three questions below take most of the work out of the decision.
- Which part of the rule did you miss: the 75% average, or a rating under 50%?
- What does PRC say about registration for your sitting, including process and timing?
- If you retake, how many examinations have you already sat?
The third question matters because of Section 19. After three unsuccessful examinations the 12-month refresher or training applies, so counting your attempts shows how much room you have.
You are not obliged to decide the same week. PRC's releases for recent sittings mention online registration opening some weeks after results, for example from 15 September 2026 after August 2026. Check the dates PRC gives for yours.
How do you plan the retake?
Start by finding which part of the rule cost you the pass, then rebuild that part first. If your average fell short, look for the 20% papers where a gain pays most. If one subject fell under 50%, repair that subject before anything else.
Here is a worked case. With the Section 17 weights, a gain of five points in a 20% subject lifts the general average by one point, while the same gain in a 10% subject lifts it by half a point. Those weights are in the subjects and weights post.
Then change the method, not only the hours. Sit timed sets in all six subjects, read every explanation, and keep a per-subject score log. TerumoEdge's free demo gives five items per board subject so you can try the format, and the retaker strategy post lays out a 10-week plan. The passing score post shows how to work out your own average.
What should you ask PRC before you decide?
Ask PRC four things before you decide, because our sources answer none of them. Bring your result and your sitting date, and write down the answers you are given.
- What documents and steps does registration as a Medical Laboratory Technician need for my sitting?
- Does my result qualify, given my general rating and my lowest subject rating?
- Does registering affect my right to take the MTLE again?
- What is the deadline, if any, for this registration?
Use PRC's own channels and keep the reply. Group chats and reviewer pages mean well, and they repeat each other's guesses. Rely on a written answer from the Commission.
While you wait, keep studying. A reviewee who stops for a month loses the recall they spent months building, and the next sitting is only a few months away. Our free demo is an easy way to keep a daily timed set going without committing to anything.
Frequently asked questions
What is a Medical Laboratory Technician in PRC terms?
In our sources, PRC says only that examinees below passing with a general rating of at least 70% may register as a Medical Laboratory Technician. We found no PRC text that describes the title's scope, requirements or process, so confirm those with PRC before you rely on them.
Can I still retake the MTLE?
Section 19 of RA 5527 allows further examination until three examinations have been taken without qualifying, after which a 12-month refresher course or postgraduate training is required. Our sources do not say how technician registration affects this, so check with PRC before you apply for another sitting.
Is a Medical Laboratory Technician the same as a passer?
No. Passing the MTLE needs a general average of at least 75% with no rating below 50% in any major subject, under Section 19 of RA 5527. The technician route is for examinees below passing with a general rating of at least 70%, as PRC states in its results releases.
Where does PRC state the 70% rule?
PRC states it in its results releases, including the March 2023 release and the August 2026 release, both linked above. Read the announcement for your own sitting, because the wording and the registration details are PRC's to set and may change.
